Madness and Skirge Familiar

Can I cast Alms of the Vein for it's Madness cost if it was discarded with Skirge Familiar and using the generated by discarding the card to pay for the Familiar's ability?

Basically, is the mana available to me at the time when I can cast Alms with Madness?

You certainly can.

Skirge familiar's ability is activated, and Alms of the Vein is discarded as part of paying the cost to activate it. The card is discarded into exile instead of into your graveyard. Alms of the Vein being discarded into exile causes the second effect of madness to trigger, but it doesn't go on the stack until the next time a player gains priority, which will be you. You get the mana immediately because it is a mana ability (it can't be responded to, so no one gets priority until after the mana is already in your mana pool), and then when you would gain priority the trigger goes on the stack. The mana is in the pool as the trigger resolves and you can pay for the cost.

Thanks for the answer and your full explanation. Madness is still tripping me up sometimes with the more obscure cases like this.

Unfortunately, I have now discovered that Skirge is banned in Pauper so my plan shall never come to fruition :(

Yeah madness is a bit tricky, because it's a triggered ability linked to a replacement effect. Shame you can't use it.
