If a creature must attack each turn, Oppressive Rays?

If you have three mana opens during the declare attackers step, and a creature you control that is obligated to attack, are you required to pay off Oppressive Rays or Propaganda type effects?

You are never obligated to pay a cost to declare attackers. Thus you don't have to attack with the creature but if you choose to attack you will have to pay the cost.
