Glittering Wish and EDH

in EDH mod, if i cast a Glittering Wish,can i choose a card that i already have in deck? and also in tiny leaders mod if i cast Glittering Wish can i have a card with CC 4 or greater?

Commander/EDH and Tiny Leaders only give you restrictions on deck construction, so it really depends on whether or not you're playing with a sideboard. If yes, "outside the game" means your sideboard, which would also be subject to the deck construction rules. If not, "outside the game" means whatever, go nuts.

@lordoftheshadows: There's no errata, just a different interpretation based on the situation, but you're right that the real distinction is whether you're playing "competitively".

This depends if you are playing competitively. If you are playing casually then you and your play group gets to decide. If you are playing competitively then you have a sideboard. All of the wishes have been errated to say "from your sideboard". So your sideboard would be chosen when you made your deck.
