Can I run two cards with the same name in my EDH deck if they have different effects?

No, copies of cards are counted by their English name. In ordinary, non-singleton, constructed you would be limited to 4 total Very Cryptic Commands. In EDH, you're limited to one.

The rules specify a limit on the number of cards with the same English name, so as far as I can tell, no. Unfortunately, you cannot run 4 different Very Cryptic Commands, even if you're running different versions (unless your playgroup allows it).
