Can Dowsing Dagger be used in any Commander deck, or only a green Commander deck?

Color identity only considers mana symbols, color indicator symbols, and characteristic-defining abilities that define the object's color. It doesn't count color words in other rules text. Dowsing Dagger has a colorless identity.

It can be used with generals of any color identity and colorless. The card is colorless for all intended purposes.
