If I play Conspicuous Snoop on the turn and the revealed top card of the library is Mogg War Marshal, is Conspicuous Snoop required to pay the echo cost?

No, you don't have to pay an Echo cost for Conspicuous Snoop. Echo is a triggered ability, not an activated ability, so Conspicuous Snoop won't gain it.
Activated abilities are always written as "Cost : Effect" and triggered abilities are always written to start with one of the words "when", "whenever", or "at". Anything else is some kind of static ability. Mogg War Marshal doesn't have any activated abilities that Conspicuous Snoop can gain.
