does Clutch of Currents get creatures out of the graveyard?

No. If something refers to a permanent type (land, creature, artifact, enchantment, planeswalker) but not to a "[type] card," then it refers only to a permanent of that type. Permanents exist only on the battlefield; in all other zones, they are cards.

Nope. Cards can only be "creatures" while they are on the battlefield; everywhere else, they are "creature cards". Since Clutch of Currents targets a creature, not a creature card, it can only target those on the battlefield.

The card you describe would be worded like Raise Dead.
