Can i trigger Heroic twice on the same creature with Launch the Fleet?

Let's say i have a Favored Hoplite on the battlefield and i Strive once with Launch the Fleet making a total mana cost of 2, can i target the Hoplite twice?

Devonin is absolutely correct. A single spell can only trigger a single creature's heroic ability once, regardless of how many targets it has. Not only that, but strive requires an untargeted creature as an additional target.

Not only can you not target the Hoplite twice (Strive lets you increase the number of targets, not target the same thing multiple times) even if you COULD target it twice, you would still only get one heroic trigger, as Heroic only looks to see if a given spell targets the permanent, not how many times it does.
