How does the cost reduction of Battlefield Thaumaturge affect the cost and +1/+1 counters on Primordial Hydra

Since Primordial Hydra is neither an instant, nor is it a sorcery, nor does it target something, then Battlefield Thaumaturge doesn't affect it at all.

It would reduce the mana cost of something like Fireball though.
