After I cast it can I attach stasis cell to a shrouded target?

Let's say for the sake of explaining I have a Black Cat and I cast Stasis Cell to it. After that can I activate the ability of stasis cell and attach it to a shrouded target like let's say a Deft Duelist? since Stasis Cell is already in play.I heard attaching auras work quite a bit different but I'm not really sure about this one since it says target creature.

I think it doesn't work but doesn't hurt to ask to be sure.

You reattach Stasis Cell by means of its activated ability, which targets. It doesn't get around shroud or hexproof.

The ruling you're thinking of involves auras put onto the battlefield without being cast. If you put an aura onto the battlefield during the resolution of a non-aura spell or an ability, then you simply attach the aura to any object it could legally enchant. This process does get around shroud and hexproof because nothing is being targeted, but it isn't what is happening in this particular scenario.
