What does it mean?

It's meant to gauge how active you are on the site. Currently, it's calculated using your post count. I believe there are plans to incorporate other indicators (e.g. Q&A answers, upvotes, decks) as well.

The lower your number, the more active you are.

What Epoch said. Ye can use it as a gauge of how many people are on more often you.... so for me, there are only 33 people on more often than I am, since I'm rank 34. (Epoch is probably amongst them XD).

I'm rank 1. The next highest user has 44990 points less than I.

so currently the fastest way to rise in rank is to be a troll with a good catching lure?

Assuming I don't delete your thread, the answer is still no. There isn't any incentive to raise your post count anyway. I wonder if we could work a system out to award a feature token every 10,000 points or something.

That would be a good incentive, awarding active members of the community.

It would just result in spamming programs which would slow the site down dramatically.

Spamming programs are easy to detect and ban :P

That or you just put in a reasonable time constraint, I.e. no more that one token every x days, or x weeks.
