What does Pick Avg Represent?

Is it that the higher number represents more people pick that card than others in a draft, or is it a lower number that represents a favored pick.

The average pick representsin which round of picks a card usually gets grabbed.
A card with an average pick value of 2.54 gets picked, on average, either second or third. If a card had a perfect average pick value of 1.00, then it would, on average, always be picked first.
