First, you need to be an upgraded member. Upgrading requires a one-time payment of $5.00 (USD), and can be done at this link.
The person you want to chat with must also be an upgraded user to use the chat feature.
Once you have upgraded, you can go to someone's profile page, and there is a little gear icon next to that name. Clicking that name will open a drop-down menu. One of the options is "enable chat" which you will click to enable chat with that particular user. They will receive a notification that you enabled chat with them, and will have the option of enabling chat in return.
Once you both have enabled chat, then you can use the message system to privately talk.
Or if you don't mind other people potentially seeing your message you can go to that person's profile and comment on their Wall. There should be a comment box right on the front page of their profile.
