Deck rating?

Your profile shows your "Avg. deck rating", but what is a deck's rating based on? And does the average count private decks as well?
(More generally, I wish there was a site feature FAQ for these sort of things.)

Deck rating is how many upvotes a deck has. I wouldn't think private decks would count, but don't know for sure.
