Well. at first glance the number 1 problem I see with the deck is lack of card draw. You basically have 1 card a turn besides a treasure cruise or a couple other things. and if you are counting on jit gitaxias that is a horrible idea. So definitely get some draw! you are running blue! you can do that. BUT for me to help much more maybe give me an idea of what is going wrong in your games? are you losing early? late? give as much info as possible

Alright so you're struggling early game because all you can play is your commander and acceleration? To me that means you are facing 1 of 2 problems. Either all your low cmc cards "such as your general" are getting hated out. OR they are getting so far ahead that you can't deal with it because of THEIR boardstate. Do either or both of these sound like the problems you are facing?

They beat the piss out of my commander or any little guys they see. Their boardstate is never a problem. Because i can always wipe it.but getting to that point is the problem.

I built a jhoira deck a while back and mine has favored pretty well. I built it on a budget (spent $40 on it). What I did was basically exploit her ability to spend little mana to get big creatures or high mana cost cards onto the field easily and some other cards to counter people who have the time to react to what they obviously know what's coming (I love playing boardwipes and watching people panic as they know stuff is about to be reset). Check mine out if you're interested

are you always in a rush to get Jhoira out once you have the mana to do so? With Jhoira, you are going to get hated on pretty quick, especially if your playgroup knows how she operates. Looking at your decklist, seems like you run a similar style to mine. I never try to get Jhoira out, unless I have something big I can suspend at the same time I put her out. If she gets countered, then so be it, just hard cast things. You could try putting in Polymorph or Mass Polymorph to wipe out your own small creatures to land something bigger. I have had really good luck with that, as well as some lousy luck with it too. But, more often than not, people will not counter your morph's because it is interesting to see what you will draw into.

Strategic Planning might also be a good card to put in there too.

Yeah you may be casting jihoira a bit early. leaving no mana to counter or protect her. I would also include lightning greaves in the deck. it is just a cheap equipment that is a must include in most edh decks. and with a general like jihoira it makes it that much harder to deal with her. Another 2 creatures I would consider adding though this may not fit the style of the deck. Are glen elendra archmage....and teferi. If either of these get cast...they either eat a counter or they protect you from counters. They are great stalls while your big guys rain down.
