Added Vraska's Contempt —March 3, 2019
Vraska's Contempt is pretty good since black doesn't have a lot of stuff to deal with planesewalkers. Took out Decree of Pain because I'm already running quite a land short deck and its CMC was just too high, even for what it's cycle cost effect was worth. Targeted destruction just seemed more worth it since I already have mass discard effects.
