Would Notion Thief stop the discard part of a draw/discard spell?

If I have Notion Thief on the field and target an opponent with Wistful Thinking or the like, I would draw the cards as per Thief's ability, but would the targeted opponent still discard 4 cards?

Yes they would. Spells do as much as they can. If one part of the spell doesn't happen at all or doesn't happen as intended, the rest of the spell will still happen. (There are exceptions, of course, but not in this scenario).

Notion Thief will let you draw 2 cards, and the opponent will still have to discard 4 cards.
