Wishes in EDH

So in unsanctioned events the rulings on cards like Cunning Wish allow you to take any card from your collection. I head the EDH RC had a ruling about this, but I can't find it. Can anyone clarify this for me? I really want to use Cunning Wish

The ruling on the card says: "In a sanctioned event, a card that's "outside the game" is one that's in your sideboard. In an unsanctioned event, you may choose any card from your collection."

I would assume this ruling applies to any Sanctioned Event regardless of format. Unsanctioned I would say anything goes/it's up what your playgroup agrees to play by.

I did. I read the rulings, its just I did a little google and saw somebody saying the RC had a rule about them. Thats why I'm asking here, and not Q&A

Well, this is the only thing I can find. Under "Play", rule 15.

"Abilities which refer to other cards owned outside the game (Wishes, Spawnsire, Research, Ring of Ma'ruf) do not function in Commander without prior agreement on their scope from the playgroup."

Almost any group you'll play with will probably house rule it to sideboards only though.
