Will Atarka's Command deal damage to Planeswalkers?

With Atarka's Command's second mode, can I deal three damage to a Planeswalker? Or would it deal damage to both my opponent and there Planeswalker?

The mode says "each opponent."

There's a rule called the planeswalker redirection rule that allows you to redirect noncombat damage you would deal to an opponent to a planeswalker that player controls instead. You may choose to redirect the 3 damage from Atarka's Command's second mode from an opponent to a planeswalker that player controls. All of the 3 damage is redirected, and it can only be dealt to one planeswalker that player controls. You do not deal damage to the player if you redirect the damage to a planeswalker.
