If I was to cipher Whispering Madness onto Nicol Bolas, and Nicol Bolas deals combat damage to a player. Which one trigger firsts?

They trigger simultaneously. Because you control both abilities, you choose the order in which they are placed on the stack. Remember that the last ability stacked will be the first to resolve.
