Whip of Erebos vs Commander

If Whip of Erebos reanimates a commander, can the commander be placed in the command zone at the end phase instead of exiling it?
I ask because I heard replacement effects only work once, so it would go: Whip attempts to exile commander, replace with to the command zone, Whip replaces to the command zone with exile

Actually, your reasoning in the description is correct. The replacement effect for your commander replaces the first time it "should" be exiled with the command zone, but that triggers the second clause of the ability, which sends the commander into exile.

Sorry VraskaTheCursed but that thread doesn't concluded in an answer just more disagreements on the rule.
As found on http://www.dragonhighlander.net/rules.php
"9.If a Commander would be put into a library, hand, graveyard or exile from anywhere, its owner may choose to move it to the command zone instead.
Details:This is a replacement effect. It applies last and may apply multiple times to an event.The creature never goes to the original destination zone and will not trigger abilities that trigger based on going there (e.g. "dies" triggers)."
So what's happening is if you bring back your commander with the Whip and the commander is still in play at the beginning the end step. It gets exiled and you get to chose to instead place it on to the command zone.
Note that the once it has been exiled do to the second part of the ability and put in to the command zone the last portion of the Whip does not apply as it clearly states "If it would leave the battlefield". this only happens if the commander leaves the battlefield before the end step like dying in combat.

It can go to the command zone.
It USED TO BE that your commander was forced into exile. They changed the rules for commander to include the "It applies last and may apply multiple times to an event" clause, so that wouldn't happen anymore.

Yes, it can.
Whenever a commander is put into a graveyard, hand, library or exile you can put into your command zone instead as a replacement effect.
