When do you lose if you deck while drawing many cards?

I ask this question specifically for how it relates to Commander and multiplayer games, but it is probably the same in all formats. Just wanted to mention context.

When precisely do you lose if you deck while drawing multiple cards? For example, say someone casts Blue Sun's Zenith and forces you to draw 4 cards when your library contains 2. Are you out of the game immediately upon attemping to draw the 3rd card? I'm super vague about the exact timing for this.

Related, what happens if you deck while drawing your opening hand? This could potentially happen when Shahrazad is played (nevermind about how annoying/illegal that card is). I'm not clear on how the timing for this works whatsoever.

Once you've drawn from an empty library, you lose once the spell has finished resolving.

102.3c When a player is required to draw more cards than are left in his or her library, he or she draws the remaining cards, and then loses the game the next time a player would receive priority. (This is a state-based effect. See rule 420.)
