When dealing non combat damage to a lightning bolt, do you state whether or not you're redirecting the damage before or after the spell or ability resolves. If i play lighning-bolt, would i have to state that i want to redirect it to the planeswalker before they decide to respond to it, or can i cast it, and if they say they won't do anything about it, then redirect it to the planeswalker? What order does it have to happen

306.7. If noncombat damage would be dealt to a player by a source controlled by an opponent, that opponent may have that source deal that damage to a planeswalker the first player controls instead. This is a redirection effect (see rule 614.9) and is subject to the normal rules for ordering replacement effects (see rule 616). The opponent chooses whether to redirect the damage as the redirection effect is applied.
After the spell resolves. So, you declare Lightning Bolt to them, they say resolves, you say redirect to _Planeswalker.

after, the planeswalker rule states that whenever damage is dealt to a player the controler of the creature or spell or ability that is causing the damage may then redirect it to the planeswalker instead.
so you (player B) cast lightning bolt saying deal 3 damage to player A.
Player A passes priority.
spell resolves.
player B says damage is being redirected to planeswalker.
Planeswalker takes 3 damage losing 3 loalty counters.
