okay so i was playing and edh game with my friend and he casts Polukranos, World Eater so my question is can he activate the Monstrosity ability after he casted the creature cause it doesnt say you have to cast for monstrosity cost . He Paid 10/10/Green for the Monstrosity so does that mean the creatures just gets 10 +1/+1 counters??

Monstrosity is an activated ability of some creature permanents. It functions only while the source object is a permanent (i.e. while it is on the battlefield).

When the monstrosity ability resolves, if the source object is not monstrous already, it becomes monstrous (which doesn't physically change anything; it just prevents future monstrosity abilities from doing anything to it) and gets a number of +1/+1 counters.

In this case, Polukranos, World Eater would get ten +1/+1 counters because your opponent chose ten as the value for X when activating Polukranos, World Eater 's monstrosity ability.

Polukranos, World Eater also has a triggered ability that triggers when Polukranos, World Eater becomes monstrous.
