What happen's when you must sacrifice Stasis?

If you don't pay the one blue mana for Stasis during your upkeep, do you get to untap, or are all your tapped items stay tapped? I'm pretty sure they remain tapped, but this has been bugging me for a little while, and a clear answer will affect gameplay quite a bit.

The beginning of the turn goes untap-upkeep-draw. You pay the mana during the upkeep step, so when you're deciding whether to pay it or not you've already skipped past your untap step. Your stuff will remain tapped.
