what happens when two static effects are happening at the same time?

tefari's puzzle box and maralen of the mornsong, and there both on one side's stack, there was a debate whether the owner's got to choose how the stack effect happened, or if the player whose turn it is, gets to choose the way the stack is handled

Oh and I should point out that the static effect from Maralen of the Mornsong will prevent players from drawing cards due to card:Teferi's Puzzle Box

"603.3a A triggered ability is controlled by the player who controlled its source at the time it triggered, unless it's a delayed triggered ability. To determine the controller of a delayed triggered ability, see rules 603.7d-f."
"603.3b If multiple abilities have triggered since the last time a player received priority, each player, in APNAP order, puts triggered abilities he or she controls on the stack in any order he or she chooses. (See rule 101.4.) Then the game once again checks for and resolves state-based actions until none are performed, then abilities that triggered during this process go on the stack. This process repeats until no new state-based actions are performed and no abilities trigger. Then the appropriate player gets priority."
So at the beginning of the draw step, both triggers will go in the stack. If player A controls both sources, being card:Teferi's Puzzle Box and Maralen of the Mournsong in this case, then that player will choose the order they go on the stack. If one is owned by Player A and one by Player B, Whoever the active player is (Whoevers draw step it is), puts their trigger on the stack first and then the non-active player will put their trigger on the stack, which will then resolve first. So every draw step, the order of the effects would alternate, because the active player will be changing.
