if a creature has vigilance such as the new phyerixa creature that has the ability all opponent creature has -2 -2 and all your creatures have +2+2 and has vigilance, can it attack the moment you play it, because you don't have to tap it?

No. The only way to get around the 'summoning sickness' rule for creatures is with Haste. Vigilance modifies the rules for declaring attackers: Instead of tapping to declare a creature as an attacker, Vigilance states that you don't have to tap them to declare them as an attacker.

Haste is the ability that lets creatures attack and tap to activate abilities the turn they come into play.

No. The creature still has "summoning sickness."

Only creatures with haste can attack on the same turn you cast it.

302.6. A creatures activated ability with the tap symbol or the untap symbol in its activation cost cant be activated unless the creature has been under its controllers control continuously since his or her most recent turn began. A creature cant attack unless it has been under its controllers control continuously since his or her most recent turn began. This rule is informally called the summoning sickness rule.
