trouble understanding Immortal Servitude cost

simply put is it 'x' or 'x or less'? so just clear up if I pay 3 for x in Immortal Servitude do I get my 2 drops back as well?

It's exactly as the card states. 'X' is 'X'. If you X=3 you get only creatures with CMC equal 3.
