Transguild promenade and Wastes

Pretty straight forward can Transguild Promenade be used to pay "wastes costs" eg Kozilek, the Great Distortion

No. can only be paid by lands or abilities that produce that.

It is colorless so lands that produce "one of any color" like Transguild Promenade cannot produce

An ability that can make mana of "any color" can only make colored mana: . It can't make , because colorless isn't a color.
