Time counters on suspended cards that are not in exile

When a suspended card is moved to another non-hidden zone, do they keep all their time counters? If yes, do they keep losing time counters while not in exile? Can they be cast from outside the exile zone when their last time counter is removed, especially from the battlefield?

If a suspended card isn't in exile, it's not suspended anymore. Cards that aren't suspended don't automatically lose time counters and won't be cast through the suspend ability. I'm not sure if they keep their time counters, but their time counters are pretty much irrelevant because of the fact that there isn't any possible way to suspend it again without first moving it to a hidden zone.

The only real relevance is if you have a Jhoira of the Ghitu, suspend Misthollow Griffin, then cast it from exile while either your opponent has a Kulrath Knight or you have a Rift Elemental.

No card or object keeps its counters between zone changes, except if it explicitly states it. I'm not sure but Skullbriar, the Walking Grave might be the only card that actually does that.
