Theros Gods in regards to combat

A friend mine insists that Thassa, God of the Sea can't attack or block as long as the player controlling it has devotion to blue of less than 5. I figured this would be a good place to ask.

For the sake of a speedy response, I summon Epochalyptik!

Thassa, God of the Sea isn't even a creature unless your devotion to blue is five or more. Only creatures can attack or block.

Thassa, God of the Sea has an ability that requires you to have permanents whose mana costs have a total of 5 blue mana symbols in their cost on the field. If you do not have that devotion to blue equaling 5, then Thassa is just an enchantment. She doesn't actually become a creature until you meet that prerequisite, and thus you cannot attack or block. Furthermore, your friend is right.

FYI, "summoning" specific people to answer a question before giving anyone else a chance is rude. There are plenty of users here who know the rules very well.
