The real deal with notion thief?

I've heard a lot of conflicting information about how exactly Notion Thief
works. I've heard that if a person is meant to draw 4 (as with Opportunity
) that they skip that entire draw, and I would only draw 1. I've also heard that they skip the draw, and I draw 4.
I've looked it up on gatherer, but I still don't feel 100% on how this works. With Kiora coming soon, and I'm sure some more good draw spells with Born, I'm thinking I may want to start intercepting peoples extra draws, so I'd like to know how this thing really works.

Notion Thief creates a replacement effect that applies to each card an opponent would draw except the first one he or she draws in each of his or her draw steps.
Because the replacement effect applies to each draw, if your opponent casts Opportunity while you have Notion Thief out, you will draw four cards and your opponent will draw zero.
