Thassa, God of the Sea, is this a creature or enchantment while it is either in the graveyard or library?

Thassa, God of the Sea has the following typeline in all zones: "Legendary Enchantment Creature - God." The only time Thassa, God of the Sea is not all of those types is while it is on the battlefield and its controller doesn't have at least five devotion to blue. At that time, Thassa, God of the Sea is only a Legendary Enchantment.

So it can be targeted by either enchantment or creature targeting spells while it is in the library or graveyard...ok. Thanks.

Well, nothing targets cards in the library. But yes, you can find it or affect it with cards that find or affect either type of card in those zones.
