Stupid question about activated abilities interaction

This is a trivial question as it would not provide any added benefit but I am wondering about the interaction between Necrotic Ooze and Skill Borrower. Would the Ooze have the activated abilities of the top card if Skill Borrower was in the yard?

No. Skill Borrower's abilities only function while it's on the battlefield. When it's in the graveyard, it doesn't have any activated abilities.
