Squee as an EDH General

If Squee, Goblin Nabob is a general and is killed can he go into the graveyard or is he forced back into the command circle?

Whenever your general would be put into your graveyard or exiled, you have the choice to instead put him in the command zone. So yes, you can choose not to put him into the command zone and let him go to the graveyard like normal.
