So what qualifies as "combat damage"?

My opponent has three life and I swing for lethal. He casts Fog and all combat damage is prevented. Could I Brimstone Volley him to end the game?

Yes

Combat damage is the damage dealt by creatures during the combat damage step, usually equal to their power. Brimstone Volley isn't combat damage, so it still damages the opponent, even if it's cast during the combat phase.

Just to reassure you, yes. It goes on the stack, but as stated, Brimstone Volley isn't combat damage. So you win.

Combat damage is the damage dealt by creatures during the combat damage step,
Nitpick: Combat damage is damage assigned and dealt via the turn based action in the combat damage step. If a prodigal pyromancer taps to deal 1 damage to target creature or player during the combat damage step, it isn't combat damage.
