"Skulk" Ability Question

My opponent casts Arc Lightning, and one of his targets is my Phantasmal Dragon.

If I have Altar's Reap in my hand with sufficient mana open, can I cast that in response to his Arc Lighting, sacrifice my Phantasmal dragon, and draw two cards?

If I can't do this, is the problem that the the creature won't be around long enough, or that my own spell would make me have to sacrifice it anyway, even though its sacrifice is an "additional cost?" Both??

Could I cast Altar's Reap in response to the Skulk ability triggering?

I could really use some help.

Yes.

As soon as Phantasmal Dragon (or any creature with the same ability) is targeted, its triggered ability will go on the stack. Altar's Reap is an instant, and doesn't target (it could be worded differently to cause you to target a creature you control), so can be done in response to the trigger, without creating a new trigger.

Nitpick: Phantasmal Dragon's ability triggers during the casting process, but abilities that trigger during the casting process aren't put onto the stack until after the casting process is complete. At that point, the ability will become the topmost object on the stack, and you'll respond to it when you cast Altar's Reap.

Also, a spell or ability only targets if it uses the word "target." Making a choice is not targeting, and costs (including additional costs) never target.
