Do sideboards have to be exactly fifteen cards or can they be less?

If you choose to use a sideboard, it must contain exactly 0 or 15 cards and it must contain that number at all times. This means that in every game you play your sideboard must have whatever number of cards it had when you entered the event. You can't go from a 60-15 distribution game 1 to a 61-14 or any other combination for game 2.

I knew about distribution. but i cant have 11 cards in my sideboard?

No. However, you can simply add 4 Plains or what not to make it 15 if you really can't think of anything :)
