Shroud/hexproof and aura's

So in a Q&A that has been asked i have read that aura's can enchant something with shroud, however when you cast the spell it says u have to target something.
So my question is can someone explain when an aura can and cannot target a creature (taking in mind shroud and protection).

Auras target something only when they are spells on the stack. As permanents, they do not target anything. If they enter the battlefield by some means other than being cast (such as Zur the Enchanter
's ability), then they are attached to an object they could legally enchant.
303.4a An Aura spell requires a target, which is restricted by its enchant ability.
303.4f If an Aura is entering the battlefield under a player's control by any means other than by resolving as an Aura spell, and the effect putting it onto the battlefield doesn't specify the object or player the Aura will enchant, that player chooses what it will enchant as the Aura enters the battlefield. The player must choose a legal object or player according to the Auras enchant ability and any other applicable effects.
