Seventh Doctor

Am I correct in assuming that when The Seventh Doctor's first ability triggers, since it triggers during combat, even if they do guess wrong I could only actually cast it if it is an Instant or a card with Flash? I don't see any text that would let me ignore timing restrictions. Thanks.

That's not correct. Effects that say "You may cast the spell" as part of their resolution allow you to cast it right then and there. Casting them as part of the ability is what ignores the regular timing restrictions. Same principle as applies to, like, cascade on an instant spell during an opponent's turn. You can cast sorcery and creature spells this way even if they don't have flash.

Conversely, effects that say "you may cast it this turn" (like Heaven Sent (the best Doctor's best episode; fight me)) still need to follow regular timing restrictions.

The reason it works that way is because the rules actually establish a system of timing permissions rather than restrictions. The rules say things like "you can do [N] at such and such time", not things like "you can't do [N] except for at such and such time". The special instruction given to you in the effect of The Seventh Doctor and other cards that tell you to cast a spell during the resolution of another effect don't conflict with any restrictions in the rules.

There is one true timing "restriction" that I can think of. There's a rule that specifically says you can't play lands on someone else's turn, but that's all I'm aware of.
