Is it possible to activate this cards ability during ur upkeep before u untap lands and draw a card?
Yes, you can declare it at the "beginning of your upkeep]]", but that's after untap and before draw step. Your best bet would be to do it at the end of your opponents upkeep.

Good thing I got 4 of em. I like how they put it in the snake kamigawa precontruct that I got two of for 4 bucks each. Thanks target. card:Umezawa's Jitte was in the rats preconstruct right next to Shuko lol.

Unless an ability states it may only be activated at certain times, it may be activated any time you have priority. Therefore, you may activate it at the end of any step or phase (when priority must pass from all players for the game to continue to the next step/phase), or any other time you receive priority.
Note that untap is the first step of any turn, and nothing may be done before or during it during that turn. No player receives priority during the untap step. You may activate card:Sensei's Divining Top during your upkeep or during your opponent's end step for essentially the same result.

You may use both of its ability whenever you can play an instant. This means you can use it during your upkeep. However, your turn goes untap, upkeep, draw thus untap is before upkeep. You can use its ability during your opponent's end step though.
