Sacrifice speed

Can I use the sacrifice ability of Omen of the Sea during my opponent's turn? As far as I remember (when I played back in the mid 90's), sacrificing is a special ability and thus always has priority and can not be responded to, since it does not go onto the stack. Is that right?

Since sacrificing the permanent is part of a cost, the card will be in the GY before anyone can do anything--but they can respond to the Scry 2 going on the stack. And since nowhere on the card does it say the ability only may be activated at sorcery speed, you can do it at any time
