Does Ruric Thar, the Unbowed's second ability count as commander damage?

No, only combat damage counts as commander damage

Hmmm, I'm not sure. The way we play in my EDH group is that any damage your commander deals to a player counts towards commander damage.

It only makes sense with cards like Nekusar, the Mindrazer , where he pings for 1 every time they draw a card.

104.3j In a Commander game, a player thats been dealt 21 or more combat damage by the same commander over the course of the game loses the game. (This is a state-based action. See rule 704. Also see rule 903.14.)
