Regarding the Cycle or Discard effect

Lets say that i have a Shadowstorm Vizier and Forgotten Creation and i have five cards in hand would Shadowstorm Vizier get plus 5 or 1.

If Forgotten Creation causes you to discard your entire hand at the beginning of your upkeep, Shadowstorm Vizier would get +1/+1 for every card you discarded. In your case, discarding a hand of five would mean Shadowstorm Vizier would get +5/+5 until end of turn because every card you discard triggers her effect.
Occasionally, a card may say, "Whenever you discard one or more cards," in which case the simple act of discarding multiple cards at the same time only resolves one trigger.

It would get +1/+1 for each card you discard, so in this case, +5/+5. (Or more literally, it would get 5 triggers of +1/+1)
It doesn't matter that a single ability caused you to discard more than one card; because you cycled/discarded 5 cards, and Shadowstorm Vizier triggers every time this happens to a card, it would trigger fives times in total.
