can I use Blightspeaker s second ability to find a changeling? I am thinking I can but just want to double check
Yes, because Blightspeaker 's ability specifies by creature type. Changelings have all creature types, which means you can even search up the Changeling Tribal spells like Crib Swap with his ability because it does not specify "Rebel creature."

The problem with finding Crib Swap is that it cannot be put onto the battlefield since it is an instant.

The current Oracle text for Blightspeaker does specify "a Rebel permanent card", and so does the printed text on the recent Modern Masters version. When Blightspeaker was originally printed in Planar Chaos the tribal card type didn't exist yet, so there wasn't any need to say "permanent" or "creature", but now that we have things like Crib Swap the rules text of Blightspeaker and similar cards had to be edited.

Considering that Bound in Silence was from the same block, I'm pretty sure that your declaration that the Tribal type didn't exist was false. At the very least, it came out in the very next set and was heavily developed. But none of that matters, because impossible actions can't be performed.
304.4. Instants can't enter the battlefield. If an instant would enter the battlefield, it remains in its previous zone instead.

The tribal type didn't exist until Future Sight, the set containing Bound in Silence , was printed. Blightspeaker was printed in Planar Chaos. My statement was true.

They're the same block, and consecutive sets. I am certain that the Tribal type was currently in development, and was considered. I would argue that it did exist, even if it wasn't currently available to the players. But this isn't an answer to anyone's question, so I'm gonna stop arguing.

Yes, the Tribal card type was in development and Future Sight was probably already on its way to the printers when Planar Chaos was released, but the Tribal type wasn't defined in the Comprehensive Rules document until the release of Future Sight and the first Tribal cards, so it didn't exist before that point. Because the revision of the CR in effect for Planar Chaos didn't allow for non-permanent cards with creature subtypes, there was no need to add the extra words to the rules text templating.
