If Teferi's Tutelage is on the field and I cast something like Cathartic Reunion , does this mean the opponent will have to mill 6 cards?

Yes. If it was to be only two, it would be phrased "Whenever you draw one or more cards" Have fun drawing cards and milling your opponents!
