according to the rulings on the Gather data base: If an opponent's library contains fewer than X land cards, all cards from that library are revealed and put into his or her graveyard.

Does this mean that your opponent would lose because their library is gone and they are still drawing for X lands, or does this mean that their library would just be emptied and then the next time they would draw a card then they'd lose because their library is gone.

The latter. A player only loses by milling by being unable to draw a new card.

The opponent isn't "drawing for X lands." He or she is revealing cards. Nothing ever causes a player to draw unless the effect specifically says draw. Milling is not the same as drawing, so your opponent will only lose when an effect or turn-based action causes him or her to draw from his or her empty library.

@Epochalyptik ok so anytime the card says "reveal" that means they will not lose by depleting their library until their next draw phase or something forces them to draw from their empty library. And if the card said draw X amount of cards and they were unable to draw X because their library was emptied during the process they would lose, correct?? So how does it work when the card says "put" like in Tome Scour ?

"Put" is not "draw."
