Question About Ashes to Ashes and Cannibalize

Can either of these two cards be used against an opponent, even if the aforesaid opponent is only controlling one creature? I would assume that the opponent in question would have to have to be controlling at least two creatures, but I'm not certain. Thanks!

If a spell or ability requires one or more targets, each target must be chosen. See Hex for example, this card requires 6 targets in order to be cast.
Ashes to Ashes and Cannibalize both require 2 targets, but unlike Cannibalize, Ashes to Ashes can choose creatures controlled by different players.

Since they say two creatures, not up to two creatures, you need to be able to target two seperate creatures that are legal choices. You could use Ashes to Ashes and exile one of your own creatures if you needed to.
Note that I did not check Oracle text, which may change things.
