Opponent has galvanic blast in hand, mana open and a creature.I play liliana of the veil.Can he kill liliana before I can use an ability?

No. Whenever a spell or ability resolves, the active player (you) receives priority. Your opponent can't cast Galvanic Blast until he receives priority.

Not if it is your turn. You will get priority when she resolves, and can use an ability of her before he has the chance to. By the time he could shock her, her ability would be on the stack and waiting to resolve.
Now if something triggered when she entered the field, then you wouldn't be able to (activated only on sorcery speed and all that).
