Phantasmal Image vs. Hexproof

My understanding is that Phantasmal Image cannot target creatures with hexproof. Am I right?

Phantasmal Image doesn't target the creature it becomes a copy of. Hexproof prevents the creature from being targeted. So It can be a copy of any creature

It says on the card chosen creature, not target creature. So Phantasmal Image CAN copy a creature with hexproof/shroud.
